There would also only be food and drink and aid in the cornucopia, no weapons, so anyone who went to the cornucopia to find a weapon that suited them better would ultimately fail.

As a reminder that the Capitol can punish you at any moment, tributes will not be allowed to kill each other and there will instead be as many as 5 mutts or disasters in the arena at a time. Or the opposite: As a reminder that you must fend for yourself in war, if tributes are seen doing anything that references making an alliance (talking, giving food, etc), those tributes will be captured and defenseless while the others freely kill them.
